AT&T Blackberry Package?

I was informed from an AT&T rep that in order to switch my phone to a Blackberry Phone, I would need to purchase a Blackberry Package because it's a PDA? What is a PDA?

A PDA is an older term for smartphone; basically, they require you to have a Blackberry data plan in order to swich to a Blackberry phone.
