call the service provider you are looking to get for your
new phone. they can run that number on the back of your phone -
IMEI. they can check if the phone/owner owes money, if so you will have to pay that before they will allow you to use it.
if your buying it of ebay, if its stolen there's a good chance the owner has already reported that phone stolen and its likely 'flagged'.
