    What exactly is in the SMS? What's the value of the PID
    (protocol ID) and DCS (data coding scheme)?

    Is the UDHI (user data header indicator) flag turned on? If so,
    what's the value of the UDH itself, and is it correctly padded
    to an octet boundary?
