No. NextG is on 850 mHz, Optus are rolling out on 900 mHz, and
no phone seems to do both frequencies as 3G.

He really needs a 2100/850 3G phone. There aren't many of them, but they
do exist. The Nokia 6120c is one such phone (NOT the 6121c sold by
Optus, which is 2100/900).
