Just recently a person who lives downstairs has been evicted. Now he left with some of his stuff here. Part of this stuff was a couple cell phones. Now one of them works, but theres no service to call anyone. Now my question is, is there anyway for the phone to work or should I just throw them out because all I have is the phone, nothing else.

I assume it is a Bell phone ? 9 out of 10 the ESN is on Bell's "negative" file. This can happen 2 ways. One is the phone is reported as lost or stolen. The other is if a customer doesn't pay their bill, Bell locks up the ESN while collections goes after the customer.

Since you say he was evicted, I am assuming the latter.

Depending how you want to act, you can do whatever you want with the handsets. If your tenant was evicted under harsh circumstances, then I'd hang onto the phones for a few weeks then toss them. Otherwise, I'd try contacting him and let him know his phones are still at your residence.

Yeah it's a bell phone, so the best thing to do would be to hand in the phone to bell so they can give it back?

You can do that as well, yes. Just stop by your nearest Bell World store and drop it off, done and done.
