how an automatic message alert can be sent to a cell ?

Hello people,
I am using Bell as my cell phone carrier in Canada and have a business need so I would hope to get an answer to whether this service is offered by Bell Canada. Actually this use case scenario is supported by Verizon wireless in the U.S.
Here is my business need and use case scenario:

1. a pager receives an alert
2. the pager sends an email to the cellphone. The email address format is as follow in case of using Verizon wireless as cellphone carrier: <phone number>@verizon.com
3. upon receiving the email by the above address a text message is sent out to the cellphone itself.

You could combine steps 2 and 3 and just have the pager send to the email address of the phone, which is converted to an SMS message. In this case it would be <phone_number>@txt.bell.ca
