Good question. And there are two answers. I have been doing some research, and this is what I have come up with.
If I am wrong about any of this, please correct me.
There are two versions of the
BlackBerry Storm. The 9530 and the 9500. From what I read, the 9530 can be unlocked, the 9500 is iffy.
If you don't have the cash to unlock the
SIM portion, but you do have active Verizon Service (This is a
must for this to work) with an account in good standing, you can contact the customer support number and say something like this:
"I'm going to be travelling down to Mexico next week (or somewhere international where Verizon doesn't have service), and when I get there I want to be able to use my phone. I'm worried that when I get there that it won't work."
The CSR should probably give you the unlock code then for free, as the 9500/9530 are considered "World Phones".
But, if you have the BlackBerry Storm, but don't have Verizon service currently, that won't work at all. They won't even help you. They will tell you that to be able to use that phone, you have to have Verizon service
