AT&T and Cingular have combined services? How does this work anyway?

its pretty much cingular is now ATT wirless. all of ATT wirless is now cingular. so that means better coverage for cingular users

Cingular pretty much bought AT&T's markets and customers. The AT&T name is still owned by AT&T. That is why you eventually have to "migrate" to Cingular. They'll probably only honor AT&T accounts for another year or so. My suggestion is if your happy with your plan, just wait it out until they tell you you have to switch, or you want new equipment. I bet they will waive the migration fee when they make everyone switch over. Who Knows!
