I called a friend who has a local cell phone number when he was visiting Mexico. Would I be charged extra for this, and if so, how much?

you shouldnt be charged anything since you made a local call to his number, but your friend will be charged international roaming rates since he was physically out of the country in Mexico. But you're fine, no worries!!!
