i have a turned off cingular cell phone which is newer. not activated anymore but i was wondering can i use that phone as a prepaid phone by buying a pay as u go sim card. so i dont have to buy new phone

As long as the phone was never reported lost or stolen, it should work just fine with a Cingular prepaid SIM card. However, you would have to get it unlocked before it would accept any non-Cingular SIM.
