Does it cost money to read a received text message?
Or does it only cost money to send them?
IE. If I send a txt to my girlfriend, will she get charged for reading it?

It cost ten cents a message to send or receive a text message. Unless you have one of the plans for text messaging.
If you are planning on doing very much texting then get a plan, the cheapest $5.00 per month and covers 200 messages. After that they are ten cents each.

A nice gift for your girlfriend would be to pay for her text message plan, so she can get and send rplies back to you.
Then of course you can also pay her overages for the text, because you know as soon as you unleash that text message genie it won't go back into the lamp! And she'll be texting everyone she knows (because you were such a good bf, paying for her text messaging plan). heheh
