premium service discount

Ok if you dont know what that is just google 'discount deals for college students att' and it would be the first link. Well I qualify for this which is a 15% discount on my monthly bill. However, I'm also a past federal employee. So I called in asking and the service rep about if this would work and he doesn't seem to know what he is doing.. What I'm asking is, will I be able to get my premium discount for being a student and 'Federal Telecommunications Act 1996 Discount to Federal Employees Past and Present' as well?

i have that 15% student discount. but does anyone know where i can find 25% discount? thanks!
