    The problem is it's not your phone that's taking the message -- it's
    the provider's voicemail system. So the decision to abandon the
    ringing and transfer to voicemail isn't made by your phone -- that's
    why there's no setting on the phone for it.

    Just a nit... It's actually the switch. The switch forwards/
    redirects the call to the voicemail system. The switch
    doesn't really know it's voicemail, it's just applying a
    service/feature that's on your line. Could be call forwarding
    or forward on busy, forward on no answer, etc.

    Back in the day when I was a T-Mo user, there were settings you could
    manipulate by entering "hash codes" for all kinds of options. Probably a GSM
    only feature, although can't say for sure.
