I have a Bell phone, purchased in Montreal. Obviously if I call Ottawa from Montreal that is long distance, but, if I am in Ottawa and call someone in Ottawa, is that still long distance or does it become a local call?

So local or long distance on a cell phone is decided by my physical distance to the person I am calling? It has nothing to do with where I purchased my phone or my phones area code?

There are 2 sides of this:
1) If you are in Ottawa with a 514 cellphone, and call someone in Ottawa with a local Ottawa cell or landline, it will be a local call for you.
2) If someone from Ottawa calls you on your 514 cellphone while you are in Ottawa, then it will be a long distance for both him and you. The reason for this is because the call routing goes from Ottawa to Montreal, and then from Montreal back do you (i.e. this call would be billed as roaming long distance).

It's more based on which tower you're using. If it's long distance from the tower that you're connecting to than it's a long distance call.
For example, I am in Roseneath, Ontario. Unfortunately all of my calls are picked up by the tower in Peterborough which means that ANY call I make is long distance, even if I'm calling my next door neighbour.
