BitTorrent and P2P networks (IceWire/LimeWire/Morpheus/KaZaa[is that even still around?]) will have tons of bootlegs. Be aware of what you're looking for (i.e. .sis .jad .cad etc...) and the size of your screen.

Mosh.Nokia.com is tons of genuinely free games as well as bootlegs, Nokia hardly seems to care. A good thing about Mosh is that it can auto detect 90% of nokia phones (and a huge number of other manufacturers, too) and will only show content that it knows will work with your handset.

getjar.com (wap.getjar.com) is all about freeware, shareware and adware (not the malware type that infects your computer after downloading adult content, the kind of free application that makes you view an ad before you can use it.) It has some good stuff and a lot of really lame stuff, too. The website has been redesigned and is much easier to use and has OTA options as well.

There are hundreds of websites that you can find more free stuff (including games) like cellsea.com and myxer.com but the best thing to do is know what you're looking for and just google it... the odds are in your favor.
