    I found a ZTE U880 Android 4.0 Cellphone with GPS for $183.99. I think it's a good price with this specifications.

    Depends on where you want to use it:
    Time Division Synchronous Code Division Multiple Access (TD-SCDMA) or UTRA/UMTS-TDD 1.28 Mcps Low Chip Rate (LCR),[1][2] is an air interface[1] found in UMTS mobile telecommunications networks in China as an alternative to W-CDMA.

    It wont work in Europe as it doesn't have GSM or the version of 3G that we use.

    If you want to go even cheaper, there is the ZTE Fury. It has a five megapixel camera and Android 2.3. It is $19.99 after rebate. You can hardly get a decent pizza for that much anymore.
