If you have a cable and it works, why are you asking?
Given that you posted "it can't be used as a modem" I suspect that you
don't have a cable for your phone, or you don't have a phone for your
cable.

Isn't the issue that, although he has a cable and can sync his PC and
the phone, he can't use the phone as a modem.... which is why he was
asking.
since then we've moved onto working out what phones he would be able
to use as a modem.

So he doesn't have a modem cable for his phone, because no such thing
exists.
