If you have a cable and it works, why are you asking?

Given that you posted "it can't be used as a modem" I suspect that you
don't have a cable for your phone, or you don't have a phone for your
    cable.

Not significantly. Standby time will be, but not connect time. The BT
Tx power is very small compared with the GSM Tx power.

Isn't the issue that, although he has a cable and can sync his PC and
the phone, he can't use the phone as a modem.... which is why he was
    asking.

since then we've moved onto working out what phones he would be able
    to use as a modem.

So he doesn't have a modem cable for his phone, because no such thing
    exists.
