I was wondering if there is a way to change how many times your phone rings before the answering machine picks up.

The feature should be called DTMF. It is usually located under the phone settings menu.

I have Cingular V551 that I looked at to see if it have the DTMF feature, and it did. It should be under the Initial Setup, if it isn't then I think Fido might have disabled that option. If so then you will need to give a call to Fido and ask them.

the difference between the short and long is 1 ring
and off is no different than short
are you aware of any other ways to extend the number of rings?
