TracFone has specials all the time. The special
they are offering right now on their website, is
450 minutes *and* a free phone *and*
1 Year of Service for $100.
According to the T-Mobile Prepaid Plan website,
roaming is free *only* on the "national T-Mobile
network".

Note: As anyone can see, there are *severe*
coverage issues with the (prepaid) national
T-Mobile network. From the T-mobile prepaid
coverage map, less than 1/3 of the USA
has native T-Mobile coverage.
That should answer your question....
All TracFone GSM models (single-rate plan)
roam free on other networks.
Even though the sum of all GSM networks
coverage in the US is still not as good as
the sum of all CDMA networks nationally,
its getting better everyday.
TracFone also offers CDMA models, but
they are harder to find locally, and their roaming
rate is twice the local calling rate.
If it wasn't for the specials and 100 free minutes
referral program TracFone has, I would
switch to PagePlus Cellular (prepaid). It
uses the *extensive* Verizon CDMA network.
You can keep a PagePlus Cellular phone
activated for a whole year for about $30,
if you only need a cellphone for emergencies,
like I do.

The total annual cell phone cost for Tracfone is less than $100.
For Tmobile, the cheapest total Annual cost is $$280.
So TracFone wins, twice over.

I'm confused... I have T-Mobile prepaid service which I use when I'm in
the US (several times per year), and I only put in $100/year, as it
expires.

Tracfone advertises a lot, and has wider distribution.
In terms of coverage, with T-Mobile, you're only able to use T-Mobile's
network, and roam on 1900 Mhz networks (there is no roaming on
Cingular's 800 Mhz GSM network).
The best deal is PagePlus, which uses Verizon's network. It's the same
price as T-Mobile, but with far better coverage.
One good thing about T-Mobile is that when you buy the $100 airtime
card, you only have to re-up once a year.
Tracfone is not a good deal, but they make it easy to sign up and to
buy time.

Using PagePlus, and not dealing with all the various Tracfone promotions
is less hassle. The coverage is better than Tracfone, and much better
than T-Mobile, and it's cheaper. The downside of PagePlus is that if you
do happen to be in a roaming area, you really pay for it, I think that
it's $2/minute, though for emergencies, it's not a big deal.
