In a word: No.

If you are getting life threatening calls, the police might get a court order but short of that there is no way to trace common "unknown" numbers. I just set my phone to silence all unknown numbers and to forward those calls directly to voicemail.

I haven't had an "unknown" call in years. They all go to voicemail.
