They can't buy time from Verizon.
GSM uses a technique called TDMA (time division multiple access), where each user's conversation is cut up in to pieces of time and played at a timeslot. Verizon uses IS-95 (or what people call
CDMA), which uses the technique called
CDMA (code division multiple access), where the conversation is encoded and everyone's is played at the same time.
It probably isn't unlocked. You can try and see if Verizon will give you the unlock code (how to unlock your phone) or you can see if anyone on the forums knows.
