Prepaid phone international texting from US to Canada?

Are there any prepaid phone services with no monthly charge, no acces fee, (just buy a phone and a card like a tracfone 200 min 90 day card) and can carry over unused minuites, and be able to text from US to Canada? or which would be the best company?
