From a provider? (I'm with AT&T)
I see thier prices seem very high if you do not renew your plan, which I will not be doing since I recently renewed it.
Or is it better to buy something "unlocked" on eBay? or is there a better place?
I am completely unfamiliar with these "unlocked" phones I see online.
Does this mean I simply buy the phone and place my sim card in it and I'm good to go?
What are the pros and cons to a purchase like that?

You can purchase any unlocked GSM phone although some phones like the iphone will require you to have a data plan.
Search around for the model you prefer and make sure its from a reputable seller, plug in your SIM card and your good to go!

You can see the sellers rating and read the feedback reviews of the transactions, pretty much anything less than 98% positive rating I would wonder about. Check the ratings to see why they got negative feedback.
This is a pretty good rule of thumb.
