Shady 3G Verizon service in L.A. ...how's AT&T?

After vowing in 2009 to drop AT&T I made the move, and got an iPhone 4S on Verizon. I soon learned that despite Verizon's famed reputation and despite living in one of L.A.'s taller buildings (8th floor), the reception keeps varying between 2-4 bars, and sometimes the 3G signal drops altogether.

AT&T has a stronger signal, can voice & data simultaneously, supports HSPA+, and their customer retention dept offered me very alluring terms to come back, cheaper than Verizon.

If you've been burned by AT&T in the past, what do you think?
If you live in L.A., do you have recommendations either way (iPhone 4S on AT&T or Verizon)?
