Or does it have to be factory unlocked?
Please help!

It does not have to be factory unlocked. As long as it has the correct bandwidth, you should be fine. The at&t unlocked BlackBerry will work in Venezuela.

Because of licensing agreements with Research in Motion, some carriers will not allow you to use another carrier's BlackBerry with BlackBerry service on its network. You might not be able to download the required service books. Check with your potential carriers first.
