How can I find the IP address of a particular phone?

I'm looking to develop an application that communicates between cell phones and computers via a socket connection. I have a general idea how the cell phone would contact the computer (via its IP address), but to send data over a socket to a particular cell phone, I imagine that I would need the IP address of the cell phone in question. Is there a way to get that cell phone's IP address?

I'm developing for Android.

Rather than go for any complex code or application i must say you just go for whatismyip.com through that device or mobile and here you are.

epjoy - if you go to google and type "android development get phone ip" the first few results give good examples of how to code it. ...not trying to be an ass, i can't post links yet :P
