HTC Touch only charging when off

For some reason, my HTC touch only charges when it is turned off. I tried changing the battery with no effect. Anyone know the solution to the problem?

i don't pretend to be a phone tech... but i would check the charger or the battery, i'm guess the battery, how long have you been using your battery. I would start with using the process of elimination... charger... battery... and last, the internal OS of the phone checked by Tech.

A battery and charger check can be done by using a friend's charger and/or battery with your phone.
