Does anyone know of any websites where non-contract GSM phones can be
purchased at a reasonable price (other than eBay, Ubid, or other auction
sites)? The phone does not have to be unlocked I am on Cingular but don't
currently qualify for a discounted upgrade price at this time.

See above... I've used this company several times, visited their store in
Grand Prairie Texas..I get my Cingular phones(new and used) from them... :-)

While the best deals are on eBay, TigerDirect.com has ok pricing, and for
low-end phones, you can buy a Cingular "Go Phone" at Wal-Mart or Target
and stick your SIM in it.
