A couple friends of mine has music playing in the background when I call
them, their phones play the music instead of the ringing sound.
One of them has T-Mobile and one of them as Verizon. I am wondering if
this is possible with my att phone, and how do I do it, and even what is
it called? I tried searching for it but just came up with garbage
because I don't know what this feature is even called.

It's a "network" feature, not a phone feature. AT&T calls it "Answer
Tones." It's $2/song and $1/month for the service itself.
