Info: not accepting calls at this time

my friend has a pantech at&t phone and i have been calling him and it says the person you are calling is not accepting calls at this time try again later. i called from different phones than mine as well. but when i use google voice it doesnt have message it rings and rings and then goes to a busy signal. why does it ring in google voice. even when texting some phones will say either receipient barred or wont go through with delivery report and some phones the delivery report comes back the message was sent. what is up with his phone
