I can't receive phone calls.

Hi, I'm having trouble with my new cell phone. I have the Motorola L2 cell phone. The problem I have is when someone trys to call my phone they get the message "This person is not accecpting calls at this time please try again later" I just got the sim card replaced thinking that would solve the problem but, here it is again. I can make calls just fine but, can't recieve them. Anyone know what's wrong? Here is the exact message I get when I tried calling my cell phone from my home phone.
