Looking to buy an 'unlocked' no-contract smart phone, but am a little confused:

1) There always seems to be a 'startup' charge requirement. Is this just to put minutes and time into the 'bank'?

2) Can I use phone cards from any provider?

3) Will there be any other recurring monthly costs?
