I want to move my mobile number (on a pay monthly) to another persons
account on a different network, anyone know if it can be done before I ask
for a PAC?

I assume the other person's account is already active.
In which case, they'll need to be on Orange, 3 or T-mobile (and
possibly within first 6 months ?)
AFAIK Vodafone and O2 need the PAC when the contract is taken up.

Hi RT,
I work for Vodafone and our porting team inform me that, if it is
Vodafone you wish to join, then it's possible to port the number on to
an existing account.
If the existing account is a Vodafone account, let me know and I'll
give you some more information about how to go about staring the
porting process.
