Very easy too do: Download Wavepad Free for limited use and you need the masters edition for m4a acc ringers and stuff.

What you do, Open Wavepad and go up to the box that says Open File to and select your file you want to convert to a ringtone. When you see the green spectrum click and drag the bar to highlight/select the part of the song that you want. Right-click the highlighted part, and choose Trim. Play it, and see if that’s the part you want. If not just click anywhere and highlight/select again until you get the part you want.

Quick Note: Remember that a ringtone should be no more than 30 sec.

Then go to File>Save file as... Type in the file name, and choose MP3 as the file type. Then choose the place on your computer you want it to be saved at. Click Save.

Then in the next dialog box that pops up, choose "Constant Bitrate". Then choose 64 OR 80 for Bitrate. Under stereo encoding choose Mono. I personally use 128 because I am not worried about file size so much, but if you are then use the above.

Then you’re done. Just choose Ok. And it will take about 10 sec.

Just a little side note: If you would like to amplify the ringtone or an existing ringtone to make it louder on your phone. Load up the ringtone Click on Edit then Select All. Then go to Effects then amplify. Use the defaults

Hope this helps:
