Sound/Video timing off?

I recently converted some files into MPEG4 videos and put them on my phone. ALL of them ended having a second delay on the video, causing the audio to be off with the video. Is it the encoder? Is it the format I'm in? Is it the phone? Any info is appreciated. Thank you *Edit I have the LG the V... Thanks

Well I have narrowed it down to either the second converter or the phone. I'm using the ImToo Mpeg converter.
