LG Venus without service plan

I have been searching the net for a couple hours now for my gfs birthday present. She wants a Pink LG Venus for verizon and I will have to buy it without a plan. I was wondering if there is anywhere on the web besides ebay that sells new phones without the plan. I am considering refurbished or used phones as well. Anywhere I can go?
