LG300G Emergency Only Fiasco

Okay, I just used my phone earlier today.
It's a minute phone, and I have minutes on it and I'm still able to use it an everything (well besides this)
My son was playing with it and I have no idea what he did to it lol.
My phone has done this before but a good ol' power cycle usually clears it up. But to no avail. I was wondering if there are any other tricks that may fix this crap? Because this si awfully inconvenience.
