I want to "lock" the keyboard in numeric shift, so I can enter a numeric string in "Notes".

Marvin, I don't know exactly which function you are attempting to perform. If you are referring to the composing of a text message using a numeric string, go to that feature, press the 'Options' key, then scroll until you see 'Input Method' then choose '123 Mode' which will retain the numbers lock for that session. Please explain further if you are not composing a text message.

As I stated before - I want to enter numeric strings in "Notes" - not in a text message.

Push the function key twice. Once (as you've already discovered) lets you enter a number and immediately returns to alpha.
