The phone is a Samsung Galaxy S III (SCH-R530M).
It says 4G right on the back of the thing. It's my friends and he's so fed up with the extremely poor quality "3G" service he gets with it that he's resorted to having me sell it for him. This is strange because T-Mobile and MetroPCS were purportedly supposed to be sharing one and the same network by now. At least that was his understanding. Is there anything I can do to make this work with 4G and, perhaps this is pushing my luck, but is there also a way to bring it to a new network (preferably T-Mobile)?

If the phone was purchased before T-Mobile purchased MetroPCS, then it is only using MetroPCS' network, not T-Mobile's. There are some new "MetroPCS" phones that are using T-Mobile's network. You can check the specifications on the website, if it is a CDMA phone it is for MetroPCS, but if it is GSM it should be on T-Mobile's network.
