I just got a Razr V3 today from T-Mobile. The sales guy told me I could set ringtones to MP3s as long as I got a Bluetooth USB Adapter. Is this true? I've been playing with the phone most of the night but haven't figured it out. If this is possible, please list the steps of how it's done. Thanks!

Yes, you need a usb cable with a mini type connector that's fits your Razr and you also need to download Mobile Phone Tools software.
To transfer via Bluetooth you can do so by transfering from another Bluetooth capable phone or connect via Bluetooth to your PC.

I guess what I really need is software that will convert the bitrate as well as let me select sections of the song for a ringtone...

Try Wavepad! I've been using it for a while and it's easy and works great (it's also free)! I've made over 1000 mp3 ringtones with it
I'll PM you the link for where to get it and a quick tutorial.

Nice to see your here at cpf bleachergrl I noticed you awhile back at vxxxstuff.com good to see your offering your help here as well, I've noticed all your ringtones at vxxx and was wondering what bitrate and so forth you use and also if you have a website that doubles as a wap site, and would like to try that wavepad program if you could find pm me the link, thanks in advance.
