Simple Question about Cingular and Razr

ok my dad has an unused number on his account and an old razr with a sim card and also a brand new sim card. What could i do to get the unused number put on the old razr?

put the sim card with the unused number in the razr? or call cingular and see if they can put the number on one of the sim cards and just put it in the razr.
