New Razr v9 says insert sim, but it is in

Now SIM won't work in new phone or old phone. I bought a new (supposedly Unlocked) razr v9-motorolo on the internet. It arrived today with an instruction manual about 2 pages long and it is zero help. I took sim from my current razrv9 and inserted in new phone, it reads "insert SIM" so i put it back in old phone and now old phone says "insert SIM" the old phone worked fine 5m ago. I was about to pay a sevice for an unlock code, but to test for unlocking I am not sure I am doing it right. I have tried holding * until a box pops up, but all that pops up is 'emergency calls only' Can anyone help. Thank you- from the new kid on the block
