yeah, make sure the bluetooth is set to "ON" on your bluetooth phone....you laptop should be able to see if after you first put "Find Me" after, you enter the passcode which is 000000 by default...after you do that once, then you'll be able to access your phone anytime you want without having to use the "find me" function again....

I am trying to turn on the bluetooth, it gives the message 'Bluetooth powering on' and then Shows 'Bluetooth power failed'. Is there some setup i am missing or defect in the set?

i had the same problem with my bluetooth but discovered that it was already found...so just open your bluetooth headset and see if on the outside display your bluetooth indicator comes on...if it does blue tooth has found your phone and it works...if not then the easiest thing to do is take it to tmobile and they will do it in a matter of minutes...way easier than waiting for a post...also make sure its fully charged thats the reason they gave me that it didnt find it the first time...it has to have a full charge on your bluetooth device...
