I may not be understanding you completely but if your saying that att doesn't offer phones without adding or needing a data plane you are mistaken. The are plenty of phones (plenty may be a loose term depending on where your located) offered from att that do not require a data plan.

Nokias can be easily unlocked w/o the need for software, just go into the Nokia forum, as far as Motorola phones go, no unlock codes here.
