what you need to do is buy a usb data cable. Then do some serious surfing over at howardforums.com VXXX series phones among others are built using "seem" files. These customize the functionality and settings of the phone.
You can modify (basically you hex edit, or switch bits "on" or "off") this particular seem to mute those beeps and blips. In terms of turning it off...you mean disabling those buttons? Just lock the phone?
Yup...just verified on my v635. If you lock the phone....SETTINGS/SECURITY/PHONE LOCK. it'll disable the buttons
