T731 problem with analog signal ??????

I sold a motorola T731 on ebay for a friend and I got an email back today stating:

"We need to set up a return on this phone. I took it to US Cellular to program and they could not do it. They could not get it to pull an analog signal, only digital.??? Please let me know how you want to set up the return. Thanks. "

What exactly does that mean? She is in a smaller town, so I dunno if analog is the dominant form over there or what. I guess my question is...is it more likely the phone or her service?
