request denied 0X41??? help me

my friend hasa razr

i told him i can download stuff into it

i did

ringers, pics, videos

only thing i cant download is apllications

i downloaded a bunch from the web

when i try to copy them to his phone

it says "request denied by phone ((0X43))"

any ideas guys?
