i own a motorola e815 with my provider being bell mobility(canada)
i just bought a new deck for my car, a pioneer 9800BT(bluetooth) the bluetooth is working great between the two units EXCEPT a feature of the deck is to transfer my cell phone-phone book to the deck via the bluetooth networking. everytime i try to transfer the bluetooth shuts off.i called bell mobility and was told the bluetooth only supports earpieces and you cannot transfer data via bluetooth at this time.
you cannot manually enter any names or numbers into the deck so
am i S.O.L. with trying any alternative way to transfer this data like hacking into the phone or any other tricks or is it all up to my providers services and until they update i am screwed.
This is correct. Bluetooth OBEX profile transfers are disabled by the carrier, in this case, Bell Mobility. That said, there are ways around it I've heard, but nothing that I actually know how to do.

Unless you flash the phone with an unrestricted flash...you are kind of stuck. Most GSM carriers don't limit the Bluetooth functionality as opposed to CDMA carriers. It might be time to switch phone companies!

After enabling my OBEX and OPP I have found a way to transfer the data.
I can't transfer the entire phonebook all at once but I can do one entry at a time which is ok by me.
Thanks to all who grabbed me by the ears and pointed me in the right direction!!!
