Well as long as Cellular One offers GSM service, you're half way home.

As far as this V551 goes, as long as it has been unlocked from whatever provider it was locked to, before you bought it, there will be nothing you need to do, other than put your SIM card in the phone.

If the phone has NOT been unlocked, you will need to find an unlocking service either locally (In your town/city), and pay to have it unlocked, or find such a service online and pay to have them unlock it.

Google UNLOCK V551 and you will find several options for getting it unlocked online.

You can also try Ebay and Craig's List click here for finding unlocking services as well. Just find the city or town your live in or is closest to you, and search for Cell Phone Unlocking Service, under the foresale/wanted section.

I dont think I know any GSM carrier that will not lock their phones...
The only thing is that it can damage the phone if you do not unlock the phone properly. Only Motorola has the original OEM code to unlock it so if whoever unlocks it make sure they are not trying to "Flash" it or unlock it with a datacable because that may cause damage I never said it will for sure but it can.

But in the OP case, the phone is question is not the Carrier's phone, but it is a GSM phone (used), from an unknown carrier to the poster at least at this time.

True flashing can damage the phone if you don't know what you are doing.

Here's to hoping the phone their buying or being given is unlocked.
