I have a new Motorola RazarV3c how can I tell if it is locked? And if so how do I unlock it to download wallpapers and ringtones. I have a Data Connectivety Kit and USB cable from Altell, MPT . When using MPT my phone comes up on my PC screen and say initializing thats as far as in goes. When trying to transfer wallpaper to phone, box comes on PC screen up saying connectig and goes of super quick and nothing happens. HELP PLEASE

A V3c is a CDMA handset, and, chances are, it is locked to your service provider. They should be able to tell you if you need to have something done to it in order to enable PC connectivity.
